Bio: Peggy was a infantry but later promoted to commander of a vass fleet of battle ships. When she was promoted to CO because she destroyed over 100 enemy units with a loss of only one life in battle countless times. She have a hatred for orcas thanks to losing her entire family to them. She is the sole survivor. Her favorite food is fish ( seen that coming did ya )

D2D: Gains 1+ movement in snowy weather, but loses twice as much fuel than other COs. (This dosnt apply to snowy days.) Other days she has all naval units and infantry with 105/100. (Could not think of anything else that would go for a penguin >.<)
CO power: Raining fish!
Refuels all infantry with rations, gives a 110/110 on rivers, and heals 1 hp of damage to all units. All infantry and naval units get 110/100 in regular weather (rain, clear, esc.), and in snowy weather 115/100.
SCO power: Power of ice!
Refuels infantry with fish and heals 2 hp of damage, and rivers give 115/115. Naval and infantry get a 115/100 attack boost. 120/100 in snowy weather.

Try bashing OP's grammar less and focus more energy giving tips for their CO.

For example, even though the CO may be weaker in the powers are, it's also quite bland and/or rather situational. Maybe balancing it out or making the COP more powerful would break the bland flavor... you aren't going to see much of an effect from 105/100. 2 HP rather than one seems like a better idea as well as it is a SCOP and all.

Also about the Att/Def system: the first number (xxx) is the attack compared to the defense (yyy). xxx/yyy

Yeah it looks pretty decent now, maybe a tier 4/5 CO on par with Olaf, Drake, Grimm, Koal, Adder, people like that.

1) Never mess with D2D movement. Ever.
2) How often would the snow boost even come into play in the first place? Random weather is hardly ever used and the powers don't seem to add snow.
3) Please, use the xxx/yyy basis for talking about attack/defense. I was confused reading your description.

1) i think losing double the fuel for just 1 space makes up for it for example recons will usually use 12 (in snowy weather) fuel but will lose 24 fuel per move in the snow (2 fuel for tile is how i think it works tell me if i got that wrong)
2) olaf and didnt want her to over-ride olaf so hes still (with what-evers left of the people who use him) used and her attack power + CO/SCO powers make up with the attack boost
